Madre reported that the police had to escalate their response to “Level 4” due to the crowd’s unruliness. Initially, the department had activated a “Level 2” response to control and disperse the gathering. As the crowd continued to grow, “the park was overrun, and people began attacking the police and the public,” Madre explained. He stated that some officers were injured, and “numerous” individuals were arrested as the police worked to clear the area.
